This plan is over 100 pages long. I don't know when it was released to the public, but I only first received an email notification (from 'Sweeten the Streets') about it the night before last.
In the middle of a work week. It's unrealistic to expect that most people can read, understand and comment on a plan of this size in under 48 hours.
This leads me to believe that the players involved don't have much interest in public input.
Update: I asked those who run Engage Kingston and got this response: “ there’s not a way for Engage Kingston to send an update every time a new project is added. If you click all the boxes of areas of interest when you register, you should receive all newsletter updates, and on specific projects that you’re interested in, you can register to follow the project. But there’s not a catchall alert for newly added projects. All the news that the City of Kingston issues goes on the homepage of the City website under Latest News (archive: https://kingston-ny.gov/news/?Archives=1&ChanID=594) so that’s a good place to see all new projects. Not all projects get an Engage Kingston page, so this is the most comprehensive source for news.“
Unfortunately I should have posted earlier but have not been on top of it, the draft has been out for about a month. But I'm just a humble blogger and not part of this project. I'm going to ask if there is a way for someone to sign up to receive notice of all projects posted on Engage Kingston, and will report back on what I learn.

It's a really thorough plan. Details like the different slopes for cycling are important and often overlooked.
Yes, it’s really pretty great overall. I’m just always vigilant of things being watered down and wanted to drive home that point!
